St'át'imc Land and Resource Authority
TERMS OF REFERENCE
1. Vision Statement
Our vision is of a continuing and renewed relationship between St'át'imc people
(úcwalmicw) and the land (tmicw) which:
- respects St'át'imc cultural traditions, using the ways (nt'ákmen) and laws
(nxék7men) of our people as passed down through the generations;
- respects nature by keeping the health of the water, air, plants, animals and the land
before all else
- is under St'át'imc authority, where our people decide collectively how the land
and resources of the St'át'imc territory will be managed; and
- serves the St'át'imc communities and recognizes that resources continue to
provide sustenance in old and new ways to all our people
2. Mandate
- The St'át'imc Land and Resources Authority (SLRA) receives its mandate from the
St'át'imc Chiefs Council, and is accountable to the St'át'imc people and future
generations.
- The SLRA reflects the broad principles of the St'át'imc Tribal Code and Lillooet
Declaration, principally "that we are the rightful owners of our tribal territory, and every-
thing pertaining thereto. Our ancestors were in possession of our country centuries
before the whites came."
3. Purpose
The purpose of the SLRA is to provide the following functions:
- Provides an advisory role to the St'át'imc Chiefs Council
- Reviews, researches and provides recommendations on specific land and resource
referrals to the St'át'imc Chiefs Council.
- Development of Land and Resource Plan, Codes and Policies that upholds the laws
of the St'át'imc, and sets the standard for how land and resource activities are
conducted in the territory
- Coordinate a central data base of St'át'imc traditional knowledge and western science
data for informed land and resource decision making.
- Ensures that all necessary communication responsibilities are carried out.
- Ensure the protection, enhancement and restoration of St'át'imc lands and resources,
including but not limited to water, air, soil, mineral, plant, cultural heritage, fishery,
wildlife and forests.
4. Structure
i. Composition:
- Members of the SLRA shall include St'át'imc with a diversity of skills and
knowledge about the land, traditions and values.
- Members are appointed through the communities and the St'át'imc Chiefs
Council.
- Members are selected to reflect a broad geographic representation from the
St'át'imc.
ii. Meetings:
- Members of the SLRA shall meet once per month.
- A quorum shall be 60% of the SLRA membership.
- One annual general meeting shall be held with the St'át'imc community.
5. Board Responsibilities
- Members of the SLRA shall meet once per month.
- Members must be willing to commit time and effort to SLRA activities.
- Members are responsible for ensuring a clear line of communication between the
SCC, the SLRA and the communities regarding land and resource activities and decision
making.
6. Decision Making Process
Decisions of the SLRA, will be made in the following manner:
- Approval for land and resource decisions needs to be endorsed through the
St'át'imc Chiefs Council and/or community
- Wherever possible decisions will be made by consensus
- Members shall sign an oath of office and a confidentiality agreement.
- Members shall represent the overall values and interests of the St'át'imc Nation.
7. Communications and Information Sharing
- Provide oral and written reports to the St'át'imc Chiefs Council, LTC Council of
Chiefs, St'át'imc communities or other appropriate bodies as requested or deemed
necessary
- Provide written summary or updates to community newsletters as requested or
deemed necessary.
- Development of protocols on how information will be shared and used..
8. Coordination and Resourcing
- The SLRA will be implemented through St'át'imc Tribal and administrative
offices as a shared responsibility.
9. Dispute Resolution
a) Members who are in a conflict of interest position will remove themselves from the
decision making process.
b) If a community has an economic development proposal or initiative that is in dispute a
process will be developed which may include:
- Direction from the St'át'imc Chiefs Council.
- Direction from the Elders Council.
- Mediation process using and independent arbitrator.
- A Nation wide referendum.
